Basic Requirements to be a foster parent

Must be at least 21 years of age

Prospective foster parent should not have a criminal history that may prevent an applicant from being a foster parent.

Possess a valid driver’s license and proof of insurance.

Steps to start your journey


The steps below will provide you with guidance to our process. Are process was designed in an manner that allows applicants to have some control of the process. Our recruitment team is always one call, text, or email away to answer any questions, comments, or concerns that you may have. We cannot wait for you to start your journey!

01. Attend Orientation


This is the first step in the application process. Make an appointment with an OTR recruiter to complete a 2 hour orientation.

02. Application and Background


Complete an application and give OTR your consent to complete a preliminary background check.

03. Pre-Approval Training


An OTR recruiter will provide all information needed to complete 12 hours of pre-certification training.

04. The Big Picture


Ensuring your home meets safety requirements is important. A social worker will call you to schedule a home inspection and a home study interview.

05. Wrapping it all up


Complete all the required forms necessary to complete your foster parent profile. Completing this step, puts you one step closer to the finish line.

06. The finish line


OTR will submit your application to San Bernardino County for approval. Once approved, your home will be certified!

Yes... All applicants must submit proof of sufficient income to support their household.

Yes... Applicants must have a vehicle in good running condition with proof of auto insurance and must have a valid driver’s license.

Yes... Children over 2 must have their own bedroom room and own bed, and your home must meet safety requirements.

Yes... When reunification is not a viable option, other permanency plans will be explored which includes the possibility of adoption.

Resource parents receive a monthly reimbursement for every foster child placed in their home. The reimbursement amount is based on the needs of each child.
